City rules

What Winnipeg requires for a basement suite

A suite needs a development permit and a building permit before work starts, plus separate electrical and plumbing permits. The City’s zoning rules for an attached suite:

  • One secondary suite per single-family property
  • At least 32.5 m² (350 sq ft)
  • No more than 33% of the total floor area, or 74 m² (800 sq ft), whichever is less
  • Its own separate entrance
  • Only one entrance on the street-facing side of the house, unless a second one was already there
  • At least two off-street parking spaces on the property

The building code then covers exits, a smoke-tight separation, egress windows, ceiling height, smoke and CO alarms, sound control, and heating and ventilation. If a suite doesn’t meet zoning, it may need a variance or conditional use approval.

Typical costs, Winnipeg, 2026

How big can a basement suite be?

At least 32.5 m² (350 sq ft), and no more than 33% of the house plus suite or 74 m² (800 sq ft), whichever is less.

What does a legal suite cost?

Usually $50,000 to $125,000. A kitchen, fire separation, a separate entrance and egress windows drive the price, and an older house may need foundation or electrical work first.
